This statement is provided to every student before the program start date and is available in the Student Handbook and on the institutional Learning Management System (Tutor LMS), in accordance with the Private Training Act and the Private Training Regulation.
Your Rights as a Student at Seaside Coast College
As a student enrolled in an approved program at Seaside Coast College, you have the following rights under the Private Training Act (British Columbia) and the institution’s policies. These rights apply from the time you receive your student enrolment contract and continue throughout your studies.
1. Right to a Written Enrolment Contract
Before your program begins, you have the right to receive a written student enrolment contract. The contract sets out your program name, start and end dates, total tuition and fees, the payment schedule, and a copy of the institution’s Tuition Refund Policy. You are entitled to review the contract before signing it. The contract is not binding until you have signed it and been provided with a copy.
2. Right to Receive Policies Before Your Program Starts
Before your program start date, you have the right to receive, or to be given access to, the institution’s student policies. These include the Tuition Refund Policy, Student Handbook, Attendance Policy, Dispute Resolution Policy, Sexual Misconduct Policy, Academic Integrity Policy, Accommodation Policy, Privacy and Records Policy, and all other policies that govern your studies. These policies are available on the institutional Learning Management System (Tutor LMS) and on the institution’s website.
3. Right to a Tuition Refund
If you withdraw from the program, or if the institution dismisses you, you have the right to a refund of tuition in accordance with the institution’s Tuition Refund Policy and the Private Training Regulation. The refund is calculated based on the proportion of the program that has been provided at the time you leave. The institution must pay any refund owing within 30 days. The full refund schedule is set out in the Tuition Refund Policy, which was provided to you with your enrolment contract.
4. Right to a Fair Dispute Resolution Process
If you have a concern or dispute — including a concern about a grade, an institutional decision, a policy, or how you have been treated — you have the right to use the institution’s Dispute Resolution Policy at no cost to you. The institution must provide you with written reasons for its determination within 30 days of receiving your written complaint. You may also be represented by an agent or a lawyer. You will not face retaliation for raising a concern in good faith.
5. Right to Make a Complaint to PTIRU
If you are not satisfied with how the institution has handled your concern, and you believe the institution misled you about a significant aspect of an approved program, you have the right to make a complaint to the Private Training Institutions Regulatory Unit (PTIRU). A complaint must generally be filed within one year of you completing, being dismissed from, or withdrawing from the program. 6. Right to a Safe and Respectful Learning Environment
You have the right to learn in an environment that is safe, respectful, and free from harassment, discrimination, bullying, intimidation, and sexual misconduct. These rights are protected by the institution’s Respectful and Fair Treatment of Students Policy, Sexual Misconduct Policy, and Student Conduct Policy, and by the British Columbia Human Rights Code. If you experience any form of prohibited behaviour, you may report it to the Senior Educational Administrator without fear of retaliation.
7. Right to Reasonable Accommodation
If you have a disability or another need protected under the British Columbia Human Rights Code, you have the right to request reasonable accommodation. The institution will work with you to identify appropriate measures, up to the point of undue hardship, so that you are not disadvantaged in accessing the program. 8. Right to Privacy and Access to Your Records
Your personal information is collected, used, and protected in accordance with the British Columbia Personal Information Protection Act (PIPA). You have the right to request access to the personal information the institution holds about you, and to request correction of information you believe is inaccurate. The institution retains Class A student records for at least eight years. See the Privacy and Records Policy for details.
9. Right to Supportive Response to Sexual Misconduct
If you are the victim or survivor of sexual misconduct, you have the right to make a Complaint or a Report to the institution and to receive a fair, compassionate, and timely response. You will not be pressured to make a formal Report. Confidential support is also available through VictimLinkBC at 1-800-563-0808 (toll-free, 24 hours a day). 10. Right to Not Be Enrolled Without Meeting Admission Requirements
You have the right to be admitted only if you meet the program’s admission requirements. If the institution enrolls you without verifying that you meet those requirements, and you did not misrepresent your knowledge or skills, and the registrar orders a refund, the institution must refund 100% of your tuition and all related fees.
